Summary
Second-level authorized sellers no longer must provide both first and second-level Letters of Authorization. Only 2nd-level document required; 1st-level letter now optional with acknowledgement alternative if unavailable.
Why it matters
Relaxes documentation burden for resellers unable to obtain upstream authorization letters. Sellers can now qualify without both documents, reducing friction but creating new compliance pathway via acknowledgement option that requires careful adherence.
